Substance and purpose of the proposed amendments
The Canadian Securities Administrators (CSA), except the Autorité des marchés financiers and the New Brunswick Securities Commission, are publishing for comment proposed amendments to:

The attached CSA notice describes what we and other members of the CSA are proposing. The CSA notice also explains that the Autorité des marchés financiers and the New Brunswick Securities Commission intend to publish the proposed amendments, in French and English, during the first quarter of 2010.

The primary purpose of these changes is to accommodate the changeover to International Financial Reporting Standards. A small number of housekeeping changes are also being made.

When the amendments come into force, we will adopt NI 71-102 as a blanket order rather than as a commission rule. Because of this, instead of adopting amendments to NI 71-102 through the rule-making process, as the rest of the CSA will do, we will revoke the current version and will replace it with a version that reflects the amendments discussed in the CSA notice.

The CSA notice describes where you can direct your comments relating to the proposed instruments.  We will consider all comments received by December 24, 2009.
